It's working exactly as it should. Of course it can't amplify sound, but nobody can expect that from a passive component without power supply. I don't understand how anyone can take stars off for this. I was surprised by the relatively high impedance of 1 kOhm at minimum volume, which could probably annoy some people if the device detects the headphone connection by impedance/resistance and not physically in the connector, but then again, the divider probably could not reasonably do otherwise, unless the maximum volume is to be reduced. At maximum volume I measured an impedance of about 4 Ohms above the headphone impedance. I've used it to remove noise on very sensitive headphones - my output has constant noise that doesn't change with volume, and on my sensitive headphones I was at about 20% volume. With this "attenuator" I lower the sensitivity of the headphones so that I can't hear the noise, and use the volume on the source to bring the volume to the original subjective level (so now I'm at 60-70% of the source volume setting).
