The problem is notorious with the old ASMedia ASM1153 chip (UAS mode). It only helped to permanently disable UAS (quirks=174c:1153: u), but it's still not a reliable solution - you just can't work on it normally in Linux. For me, a completely useless product for any serious work with data. If you just wanted to plug in the drive occasionally and read/backup small files, it might survive. Forget about anything more demanding (resetting, full disk backup, forensic work).
